2 bay leaves
3 cups water
3 cups apple cider
1/4 cup sugar
3 tablespoons kosher salt
2 teaspoons black peppercorns
1 teaspoon fennel seeds
1 teaspoon coriander seeds
1 teaspoon brown mustard seeds
